DSL Service Pre-Qualification and Long-term Maintenance

DSL is a much touted telecommunications service. It’s goal is to take advantage of the existing twisted-pair copper-wire infrastructure, the bedrock of traditional telecommunication services, to offer a less expensive* way of providing both voice and high-speed data into residences and businesses.

*estimates for deploying fiber range from $1000-5000. Cable deployment is considerably cheaper at $750, while deploying DSL costs even less at approx. $700.

Deployment - The Guessing Game
Deploying DSL is challenging.

To deploy DSL, the customer must be within 18.000 feet of a Central Office (CO), the copper-lines must be 24/26 gauge, and the line has be able to handle data rates from 192Kbps to 6.1 Mbps. Line pre-qualification, for the most part, is a guessing game with a 72% chance of being correct.

To pre-qualify the line a CLEC looks at line maps to determine CO location and whether the potential customer is within the prescribed range. The CLEC must then peruse through records provided by the ILEC to determine wire gauge and other information pertinent to deployment. Once a line is pre-qualified, the CLEC then asks to unbundle the loop and terminate it onto the CLEC’s equipment. It is at this point that testing becomes critical.
